Should I refile PERM or wait?

I am an assistant professor in a research university. My university filed the traditional Labor Certification application for me last December (via special handling) and it got backlogged in Dallas. Yesterday the staff handling my application told me that I can refile PERM, but I will lose my current priority date. According to him, it seems that the backlogged cases could be resolved soon (on which I am not that sure).

So my dilemma is that on one hand if I refile PERM, I will lose my priority date as Dec.2004 and there is some rumor that the Dept. of State will resume priority date for EB2; on the other hand, if I don't refile, I will have to wait for the DOL to process the backlog and since mine is at the end of the queue, God knows when I can get approved.

Could anyone give me any advice?
