Generally a letter from Gov is the key. But several things to be considered. Firstly the person should not have direct working relationship with you, nor knows you personally. This statement must be in the letter. Second is that do not think a letter from Gov researcher is the bibble. CIS will read the letter to find out problems. For example, if the letter has the phrase like 'will be', which is uncertain for now but has potential in the future, such statement is not acceptable. Third, the person must have the same or similar background or field or yours. That is some technical problem to be dealt with. Good luck.
