H-1B extension fee

Does anyone renew H-1B1 recently? I know the basic fee is $185 except $1500 exemption. But in the Form 129 Instruction, It says H-1b and L petitioners must pay $500 (from 3/8/05) Frant prevention fee. Does it mean evryone (H-1b and L) must pay $185+$500 except $1500 exemptiom? Plwase help. Thanks so much!
