It's reached for those who have no US master's degree, but if you earned a US master's degree or higher, H1B is still available for you for the next few months. Working for non-profit and university employers is also not subject to the quota.
This is the first year that we know officially how many capped H1 numbers given to those whith US master degrees (usually changing from F1-OPT to H1) and to those without (recruited directly from abroad, usually India, or those who usually change from B2 to H1).
So Already > 58000 issued to non-US graduates, and only about 9000 issued to US degree holders.
