H-1B visa/ help

H-1B offer (not research field) begins from Oct. 1,
if going for application for visa to USA in Beijing,
is there any time-limit (within 20 days or one month
before Oct.1 or after Oct.1) to enter USA?

About when to apply for visa is better?
