It would take USCIS 40-60 days to approve perm. One of the cases that I handled was approved in less than 20 days.

After that, you may submit I-140 and I-485 at the same time, then you will get work permit (not LC).

AP can be submitted with I-485. Normally, AP (as well as Work Permit) takes less than 2 months.
