That's not my opinion. If you guys really read instruction and CIC website CAREFULLY, you will find they have clear emphasized that TOEFL and GRE are NOT ACCEPTABLE, only qualified tests are accepted. How to convince people by providing non-acceptable items?

"Follow instructions" is a general rule that is taught in the third grade here.
