for FY2005 or 2006?
If for FY2006, early approval makes no difference to Oct 1 approval.

If FY2005 and you need the approval to start working, the difference of getting approval one month later may be $5000+ in salary loss. Whether to use premium should depend on the calculation of cost and benefit.
