新加坡. You only can chose from the three locations: Canada, Mexico and China. It is easy and safty to have your H1B visa in shanghai or Beijing but you should make sure to make appt first before you go to apply. the average waiting time in Beijing is 29 days and shanghai 59 days at this moment. Good luck
