Speed not controlled by USCIS

these days, but by FBI. Your case can be complete on USCIS side within one month, but FBI check really determines how hong your case finally goes through, 1 month or 3 years? Many people have no problems with USCIS and already finished their jobs way way back with this agency. The determining factor is the length of FBI name check.
