That is exactly true,

Normally, it will take around 4 weeks to prepare all the data they need (they work very slow), Human resouce dept submitt all the data to the university intl center, then they submit to immigration service center, it will take 2 weeks to get the receipt. When they got the receipt, they told me I can quit my job (give my former boss a writen notice in advance 2 weeks), then come to the new university and start to work. About 2 weeks later while worked at the new university, the human resource ask me to go to Intl center to grab my new H1 and H4 for my dependents.

That was all my experience.
