Your suggestion is good. However, from my experience of dealing several NIW RFEs from NSC, recommendation letters are NOT something they prefer to see. It has been very clear to me that they want to see some "pubic" recognition instead of individual's opinion such as reference letter. I am not saying that you can not submit letters, but letters only are not enough.
