Better to wait in the U.S. until your H-1B is approved.
You just need a stamp by a U.S. consular in China on your H-1B visa when you come back to the U.S., which is different from applying for a H-1b visa or other type of visa to enter the U.S. You have a better chance to be able to come back to the U.S. because H-1b holder can have immigration intention, the visa officer could not reject you because of immigration intention.
