1) Try to participate in national conference of your field. If they have local chapter, then start with local chapter. Goto the meeting, and see whether you can find someone. Show them your paper/even unpublished, ask for their comments.

2) Your advisor/professor must know other professors in your field from other university. see wehther they can talk with their connection about you.
