1. you may not be able to get OPT based on your PhD degreee. You are qualified for OPT when you have completed the study. As you said, you no longer want to finish the PhD, so your OPT application based on the PhD degree may be denied.
2. Before the OPT is approved and after your CPT expires, you cannot work. No exceptions.
3. You can file a change of status anytime you want. So if you can get H1 in two weeks go for it. CPT is not a status, it is a benefit with F1 status. So I doubt it will have negative effect on your green card application.
