is that stating they have regulations that do not allow to use letter head. So he just recommends you/your work as a normal scientist. You can prepare a CV for him - mentioning he is from government agency. In the cover letter, you need point your work has recived great attention/gotten high evaluation from scientists from government agency/national lab/NIH....
