I believe the Homeland Security Act passed in 2000
adds the name check on all applicants. It is not just FBI, it includes
security check by CIA, DOS, FBI, local Law Enforcement Agency.
You can say it is the low efficiency in all of the above agencies. It is
unfortunate that you came from China and China is a communist state, like
Cuba and North Korea. Although on the surface, China wasn't designated in
the axis of evil, it is nonetheless a country that presents security threat
to the United States. If you read articles on the four kinds of spies China
has sent to the US, the number of them are quite large. US government
definitely has a long list of spy names and what they have been doing in the
United States. Even if your name does not match any on the list, the
background check takes quite a long time. And if it matches, the time taken
will be longer.
If you are in I-485 process, I would recommend you to go to your senator or
congressman for help. Since it is naturalization, you may want to waste too
much time on this unless you want to petition for your parents. If
Congressional offices cannot help you to get this matter resolved, I don't
think anybody can. It is very sad. I have about 15% of Chinese clients who
are like you now. But they did not wait for more than 1.5 year. I heard
that someone waited for 2 years, and I won't be surprised if someone got
over 3 years.
If communists are not wiped out, this world has no days of peace, and if you
ask me, I would say communists are much more dangerous than middle east
terrorists. If you blame anyone, blame ccp. If you are from England, you
won't have this problem.
