No, DOS is the statutory agency to decide the visa number cut-off date. It's not up to immigration agencies.

如果不是平均分配,那啟不是那些在處理快的中心的人的案子會比起他中心的要快好多?
The processing dates are only good for those whose visa number is available. If you have filed I-485 properly but then visa number in your category retrogressed later, your case becomes not approvable and should be shelfed even it is been adjudicated right now. So with a non-current PD, you case shouldn't be approved in any center.
