H-1B transfer or new H-1B?

I am now working for an university in H-1B and will work for a company in another H-1B. I know I need the quota because the two H-1Bs are different. My question is: is the new H-1B considered as a new H-1B application or still as H-1B transfer? Can I use the premium processing for my case? Thanx.
