How, if no photo?

A recent photo is required for GC. This photo is provided after approval of GC. If not, photo, how is possible for CIS to print your card. Normally, your 485 is appoved, then CIS collected a simply fingerpring again, and a recent photo. Then CIS include FP and photo in the card and send to you.
