Degree from China is not necessary for your H1b application. However, some attorney asks for it because they want to make a strong case. The thing is you can always give more than what is asked. Yes, they will need a translation. You do it this way: find someone who is educated in China with a degree. Ask that person to translate it for you. Type it out nicely on a piece of paper. Bring the translation along with a copy of the original and the original to the attorney's office. On the translation page, write in English something like "person who translates this page is educated in China with a Chinese degree of ... and is a native speaker of the Chinese language..."
