Degree from China is not necessary for your H1b application. However, some attorney asks for it because they want to make a strong case. The thing is you can always give more than what is asked. It won't hurt your case. It might help if the case reviewer is picky. So give your attorney your degree from China.

Yes, they will need a translation. You do it this way: find someone who is educated in China with a degree. Ask that person to translate it for you. Type it out nicely on a piece of paper. Bring the translation along with a copy of the original and the original to the attorney's office. On the translation page, write in English something like "person who translates this page is educated in China with a Chinese degree of ... and is a native speaker of the Chinese language..." Then you take all of the above and go with the translator to the attorney's office. The translator will sign the paper in the presence of the attorney. This is called notarization. Most attorneys are public notary. He'll put a seal on the translation. You just need to leave the copy and the translation and you keep the original.
