It seemed that your submitted letters were not much onvincing or your background is not as strong as immigration officers expected.

These two questions are very similar to "to prove you are superior to your peers in your area in NIW cases" though you do not need to prove your work is in national interest.

You need more independent letters from around the world, not just limited to US and China. Besides that you need collect more evidence to prove you are top in your area.

Check out the following posts and collect more evidence or any new evidence you have in addition to more recom letters. Although suggestions from the following posts are for NIW, it also applies to your case except no need to link to national interest.
