I20 does not decide when the F1 status begins, even after a change of status is approved. It is shown on the new I94 she gets. That is why I assumed she got the I20 start date confused with the F1 status start date.

他們說如果不回國，我的f1在8月8號自動就轉了
This also adds to my reason from above. There is no automatic change of status, and since she said 自動就轉, I had more reason to suspect she got wrong advice from their office or she misunderstood.

Since I had these doubts, I tried to be general in my advice and laid out several possibilities under different situations.
