申請140(NIW) in TSC 為什麽要求ETA-750

兩周前交出申請表NIW I-140 to Texas Center..目前持TN-1簽證(北美自由貿易簽證). 昨天受到信要求補交ETA-750表和外國學位評估.
問題1:申請NIW不就是要求免勞工表嗎?怎麽現在又要交呢? ETA-750是單位填的,單位可能不給填吧.
問題: 我以為加拿大(Ph.D. from University of Toronto)的學位與美國同等,怎麽也要求作評估呢? 各位大俠有無友善,快速的評估網點介紹?
