I think the transaction could be fake. The same amount of money most rich people prefer islands properties instead of the so called luxury apartments aroud Elements mall. There is no locaiton advantage for those apartments, including the arcs. Now the builder are building more apartments now nearby, it must be very noisy to live in the Arcs.
