近來，1000來尺的，應該可以15000租到了，40mins by train to South Kowloon is not a constraint because you can go to South Kowloon from Luo Hu in 45 mins I think.

no idea about the school things, but if you get HKID ( only if u have valid HK visa which allow you stay in HK more than 6 months), you can access most public service including education.

except rent, I think your family need abt 20k HKD/month for living expense.
