If you are not living in France, I would not recommand you to purchase a flat or any property in France. Many taxes and administration problems (management/syndics)would cost you more than a short term lease for your holidays.
For investment, (if you rent out your flat) the return is not interesting after taxes and the French regulation protects more the tenant than the landlord.
