律師正在準備I140的文件和表格，我目前的工資沒有到達PERM上prevailing wage，想問問老師申請I140初始文件表格中，需要準備ability to pay的相關證明文件，一開始就寄去移民局嗎？
-The employer may need to provide this kind of documents to USCIS together with the I-140 filing, depends on the company size (e.g. employee number is > 100 or < 100). The lawyer should know how to deal with it.

還是等移民局發來RFE，再用有關材料去回複？
-USCIS may also send RFE for this kind of documents from time to time until I-485 is approved.
