有哪個州的非公民能收到選票呢？請各州的網友列出來

我是在藍州，成為公民前沒有收到過選票，成為公民後才收到選票

很奇怪，沒有選票，如何投票呢？如何造假？即使郵寄選票，沒有選票，如何造假？

郵寄選票，隻是方便美國公民履行公民義務吧。難不成有沒有選票的非公民偽造選票嗎？真有此事，也很好查的吧
