Comparing to Trump's trade war against the whole world, CCP's export control towards military usage needs to be very specific and targeted to avoid alienating its allies and friends. There's always a black market; it cannot be completely abolished (just like the advanced chips, CCP can always get them via other routes). If there’s a demand, there’s a supply, simple as that.
I don’t think controlling civilian-use rare earth export is necessary. Also CCP needs to guarantee unlimited supply of rare earth to its allies and friends.
I know US soy bean is a big deal to Trump. Can CCP make a deal with Trump using chips-for-soy bean scheme? For example, how much advanced chip can be exported to China, CCP will purchase the same value US soy beans? 0 advanced chip? 0 soy bean purchase. At the same time, encouraging Nvidia to set up its manufacture in China?
