A tariff is a type of tax, and while Congress has the ultimate constitutional authority to impose them, it has delegated some of that power to the president. Tariffs are taxes on imported goods, and Congress's power to set them comes from Article I of the Constitution, which grants Congress the power to "lay and collect taxes, duties, imposts and excises"
