Tariff Reduction for China: 

President Trump announced that the 20% Fentanyl tariff will be cut in half to 10% as a result of China's promise to intensify crackdown on precursor exports. President Trump's threatened 100% tariff "over and above" existing tariffs scheduled to go into effect on November 1 or earlier is now off the table.

 

Ship Port Fees Paused: 

USTR Jamieson Greer confirmed that the fees on Chinese-built/owned vessels docking at US ports will be postponed pending further negotiation.

 

Rare Earth Delay: 

China will hold off on new export licensing for rare earths for one year, stabilizing supply chains for the United States, particulary tech/auto parts.

 

China Resumes Soybean Purchases:

China has already booked 12 million tons of soybeans and promises to purchase a minimum of 25 million tons per year from 2026 to 2028.
