exactly. In CA, pretty much all gov

sponsored infrastructure projects are going to union based contractors. 5 miles high way expansion(4-lane to 6-lane), can last 5 years longer, that is on top of 2-3 years "reviews".  Of course, the gov officers are happy because they appear "busy" on the reviews. the budgets are pop up and  union jobs are secured. In return, union(including gov officers) will vote liberals forever. For residents, paying more taxes, fees while suffer the poor traffic because of the pro-long constructions....
