freeze. The First Circuit has denied an immediate “administrative stay” of Judge McConnell’s Monday order in the multistate suit challenging the OMB funding freeze. DOJ’s request for a stay pending appeal remains outstanding. 
意思即是Judg McConnel's injunction of funding freeze remains in effect pending the outcome of DOJ's appeal or court's decision on request for stay.
