The pardon power of the president is based on Article II, Section 2, Clause 1 of the U.S. Constitution, which provides: The President ... shall have Power to grant Reprieves and Pardons for Offenses against the United States, except in Cases of impeachment.

Key points:

1)”Offenses“ - do target offenses need to be established, i.e convicted?

2) The president's pardon power is limited by constitutional and legal considerations. For example, the Supreme Court has said that pardons shouldn't infringe on other parts of the Constitution.
