The system's optics shrink and focus the pattern onto the wafer, and the system then moves the wafer slightly and makes another copy on the wafer. The most important thing is under export regulations of the United States, those technologies are not permitted to be exported abroad. This is the main reason why ASML has to move here but not any other countries.
