if you live in hotel, of cause you do not have to worry about the electricity bill, because their charge including it.

for share accom. based, stuff, landlord generally only supplies basics which means it will not includes the cost of heating or cooling.. put in simple, you cannot use air-conditioning or heating device, otherwise additional electricity have to be paid by someone.
