一個控製這麽大數字分配的官員，要照顧誰，隻要稍稍動一下小數點後的幾位， 比如，總數的0.001% 這樣的數字，都夠上億的。所以對於想行賄的人，送二奶明車名表等等，都是小菜一碟。這些魚餌舍出去，和可能的收益比，不值一提。~~~這樣想的投機分子，少不了。
