you need to fix the carpet 1st, paid in full, work out how much the other party is owning you. othetwise you don't have a case in small claim tribunal.

The Small Claims Division of the

Local Court
deals with civil disputes involving monetary claims up to $10,000.

you could try 'Consumer Trader& Tenancy tribunal', but your claim would most likey be rejected outright because illegal sub-let.
