we stayed in Singapore before for four yrs. my hu*****and was doing the same job as you when he was in Singapore. honestly , as petrol chemical engineer, the chance which you can find job here is less than 10% because of less job opportunities, English skill and no local qualification. however, if your wife study something like accounting or IT, she might have a higher chance than you to find job here. if you want to know more about apply PR and life here, you can QQH me . good luck!
