brake shoes price

I want to do state inspestion in a auto shop. They told me that my car need to change the rear brake shoes and real wheel cylinder. The total price is $350. Is it too much? What is brake shoe? is it brake pad? Can we change both parts by ourselves?
because in autozone, the price of both parts is only $28. So I guess the labor fee is expensive.do you know usually how much is the maitainence service per hour?
