“堅持自主創新，掌握信息領域的核心技術，通過自主、可靠、安全的處理器設計，為戰略性的國家需求服務；堅持信息化為廣大人民服務，走節約型的信息化道路，通過高性能、低成本、低功耗的處理器設計，大幅度降低信息化的成本”。仔細研究龍芯處理器的研製宗旨，就可以明白龍芯的問世和發展，在國家層麵上的戰略意義。
但是，由於我國的芯片設計和加工產業在２１世紀初才真正起步，比國外晚了將近２０年，這在一定程度上導致我國與芯片領域的領先者不在同一起跑線上。因此，自２００１年５月龍芯處理器正式開始研製以來，一直處在外界的關心和疑慮中。“中國要不要研製通用ＣＰＵ？”“中國有沒有能力研製通用ＣＰＵ？”“龍芯能不能賣出去？”胡偉武表示，必須先回答這三個問題，才能鑾客飩綞怨??ㄓ茫茫校盞男判摹?br />
２００２年８月１０日，“龍芯１號”研製成功，填補了我國在處理器領域的空白，龍芯用成績回答了“要不要研製通用ＣＰＵ”的問題。２００５年，“龍芯２號”研製成功，龍芯回答了“中國有沒有能力研製通用處理器”的問題，實現了跨越式創新。胡偉武表示，在“十一五”期間，通過“龍芯３號”的研製，龍芯還要實現更大的跨越創新。
“如果說‘龍芯１號’是在迷霧中起步，還看不到先行者的影子，那麽‘龍芯２號’完成後，在當時實際上已經超過了一些同行者，看清了領先者的背影，而“龍芯３號”的完成將使龍芯大踏步趕上並超過領先者。”胡偉武表示，“龍芯３號”將繼續堅持低成本、低功耗的技術路線，在確保ＧＨｚ以上並適度提高主頻的基礎上把降低功耗和成本作為主要設計指標，爭取４核的“龍芯３號”功耗為５－１０瓦，１６核的“龍芯３號”功耗為２０－３０瓦。
龍芯產業化在提速
在胡偉武看來，龍芯在過去７年的成長中，前兩個問題已經成功解決。最近幾年，麵臨的主要是“龍芯能不能賣出去”的問題，這也是龍芯在前進道路上最為關鍵的一個環節。
“龍芯已在產業化應用方麵取得突破。”胡偉武表示，目前已有幾十家企業在與龍芯合作推出基於龍芯的產品。地處江蘇龍芯產業化基地的夢蘭集團，在２００５年與中科院合作建立了江蘇龍芯產業化基地。目前，基於龍芯的低成本計算機已獲得法國、巴西、俄羅斯、南非等國家的青睞。此外，龍芯還聯合很多部門做了許多推廣工作，如龍芯在全國高校中的推廣計劃已經展開，開始與各地高校聯合建立實驗室，製定龍芯實驗教材，從教育入手，在自主可控計算領域培養人才。
從２００５年“龍芯２號”發布後的有市無貨，到２年後包括對意法半導體在內的龍芯ＩＰ的授權，龍芯開創了我國計算機核心技術對外授權的先例，並取得了巨大的經濟效益。據估算，２００７－２０１１年，中科院計算所的收入將突破１億美元，這將為龍芯的後續研發提供強大的資金支持。與此同時，基於龍芯處理器的係統已經完成中試正在逐步走向市場。可以說，龍芯在“能不能賣出去”問題上不斷取得突破性進展。
胡偉武認為，技術和市場的轉型有利於龍芯發揮後發優勢，實現跨越發展。因為目前國際上高性能通用ＣＰＵ的發展正麵臨技術轉型：摩爾定律持續高速發展，互連網的普及正在改變計算機的應用模式，主頻至上的計算機處理器設計技術正在終結等等，這些技術轉型為我國的龍芯在未來幾年發揮後發優勢，另辟蹊徑，通過跨越式創新實現突破性發展提供了機遇。
胡偉武表示，龍芯的先進性是保證龍芯長遠發展的主要動力。由於龍芯的發展定位，使龍芯在保證適用性的前提下可以走低成本、低功耗的技術路線，龍芯的這種資源節約型和可持續發展道路是中國特色的信息化發展道路，是不同於美國等其他國家的傳統信息化發展道路。在今後全球信息產業鏈的核心發展格局中，龍芯將成為改變全球ＣＰＵ多極格局的重要力量，並成為其中的重要一極。未來２－３年，或者３－５年，龍芯在全球市場上的力量將不容小覷。“我們的目標是，在‘十一五’期間，龍芯成為市場上不可忽視的力量；在‘十二五’期間，龍芯成為市場上具有重要影響力的力量。”
