why we think they are slow?

for us overseas, the rescue effort is the only thing about China at this moment,

and naturally we tend to believe that it should be the only thing for China too,

and thus we are troubled to ask, "why so slow?"

but most of us are not aware that, China, as big as it is, is unfortunately not
as singularly focused on quake as we are,

As of the day that just passed, people are still going in and out of Beijing or Shanghai's shinny office building very much the same as day before,
subway construction are still on-going in Shanghai or SuZhou or any other 30 cities, highrises are still going up nonstop, factories are running full speed from GuangDong to WuHan, real estate agents are still watching over every man or women passing their window like hawk, and, after all,
the torch parade is still on going somewhere,

China is massive, China is chaotic, after 20 years of market economy, its decision making is now very much distributed, thus the almighty bureaucratic organizational power that it once commanded with ease is getting very much diminished,

would we love to see that China is in every way optimized, sure, but how many generals in PLA went to Harvard?

so it takes some time to get the chaotic system working into one direction... give it some time,

even though, the so called "golden window" of 72 hours is running out fast,

pray,
