on our WA ticket, the deadline is 15 days counted by postmarked. We had already tried our story with the cop on the spot w/o success. I am not sure it was pictured or just got caught on laser - but one thing is for sure, he ambushed there to trap drivers with an UNMARKED car - there is no way you would think it may be a police car from the look, just a regular Japanese make? but once we discovered his position when we passed thru, we just KNEW we would be caught... sure enough, he pulled into the hwy and flashed his signal...
Anyway, as now basically everyone paid the tickets but there may be ways to reduce the fine and worth a shot. Aiming to reduce the fine, not to get away with the ticket, would be my suggestion.
