The author is trying to argue having dual citizenships is a good thing for China. Mr. Chen is arguing sole citizenship is better for China.
For anyone who has opportunity in China, he/she can go to China and give up her/his foreign passport, which at least shows his/her committment to China in exchange of extra benefits.
For people who don't have investor to back up and no talents to be top and trying to dodge at both sides, Mr. Chen simply shut them up. Just like Tom Lekyis called single mother "white trash." These are typical "yellow trash." They better stay in America and suck U.S. welfare system.
What Mr. Chen didn't say and can't talk about is the potential spying, highly classified info leakage, and questionable motivation.
The author represents this group of people: they are willing to fly back to China to explore something while their families are still in America to breathe "clean air" and have better education for their kids. They are obviously more loyal to America than China. I bet they thousandes of spies among these potential oversea returnees. Many of them are willing to accept U.S. sponsorship for their dirty work in China.
Without Chinese citizenship, they can't become China's federal exmployees, they can't have direct access to our sensitive database, they can't attend obtain any level of security of clearance. They can't maximize their ability to act for their U.S. boss, CIA or FBI or new homeland security.
China don't need all of these trash. Go and whine to your U.S. boss.
