Vancouver stay & Victoria trip

After Banff trip, I'd like visit Vancouver w/o car rental. We have two teen kids. We'll visit Victoria and take Amtrak to Seattle.

If Vancouver visting w/o car, where to stay so that we can enjoy Chinese food, sightseeing and public transportation?

For Victoria trip, shall we go w/ public transportation or tour? If tour, is there any Chinese tour deal?
