Just came back from China not long ago. I flied from SF to LA by United, then to Shanghai by China Eastern. United wanted to charge for luggages at first, but then said since I was going on an international flight, there would be no charge.
On my way back, it was the same. I flied from Shanghai to LA by China Eastern, then to SF by United. I asked China Eastern to check in my luggages from Shanghai all the way to SF, and I was not charged for luggages.
I think if you prove to the airline that you were going on an international flight, they would not charge you.
