日航客機 was cleared to land.

海保機 was told to hold at point C5 waiting permission to enter runway to take off.

陰差陽錯, 海保機就越過了point C5, 進了跑道。這個C5 又正是日航客機降落的著地點。

海保機機長在醫院醒過來,對調查人員說,他被塔台cleared to take off. But there is no  record to  show that is the case. 他是不是震糊塗了?

 Stop bar lights 不工作, but experts point out there are other things like painted markings which show where aircraft needed to stop short of runway。

總而言之, 還是海保機機長的錯。

機場是不是也有點責任? 指示燈不工作,那條跑道是不是應該暫停使用?
