我為哥哥辦的親屬移民排期到了，已經交了哥，嫂子和侄女的移民費，下一步就要填DS-260表了。目前的情況是哥哥想帶女兒來美國上大學，嫂子是公務員，想過幾年再來美國。哥嫂的宗旨是：
第一保證孩子可以拿到綠卡來美國上大學；
第二給嫂子以後留個餘地。
請問以後怎麽做最兩全其美？第三步填DS-260階段要不要給嫂子填？
