-This one means if your PD is ealier than this date, then your PD is current, so you can file I-485 or your pending I-485 may be approved If you have a pending I-485.

DATES FOR FILING OF EMPLOYMENT-BASED VISA APPLICATIONS
-This one means if your PD is earlier than this date, you can file I-485 if you are physically present in US (though your PD is not current), but the I-485 will not be approved until the PD is current. If you plan to apply for immigrant visa outside US (e.g. China), then you can submit your immigrant visa application documents to NVC for processing (NVC will contact you and instruct you), but you can not get the immigrant visa until your PD is current (i.e. your PD is earlier than APPLICATION FINAL ACTION DATE).
